Each Democratic senator would havi patronage in the sum of $4,200 annually to dispense. The Republican independents have not yet disclosed whether they will swing over to the Democrats in any appreciable numbers in the absence of assurances which they have demanded of the Republican membership that opportunities will be afforded for early votes on farm relief, a bill to curb the federal courts in issuing injunctions in labor disputes and a resolution proposing instigation of the American policy In Latin-America. Senator Curtis, of Kansas, the Republican leader, has given his personal assurance on these points, but the Independents Frazier and Nye, of North Dakota, and LaFollette and Blaine, of Wisconsin, Republicans, and Shipstead, Farmer-Labor, Minnesotahave declared this to be insufficient and have asked for prom-ires from the party membership as a whole, a promise which in the nature of things probably could noi be obtained until after the vote on the organization.

ON SENATE CONTROL Even should the Democrats get control of Senate offices, the Independents could retain their chairmanships and preferred places on the regular Senate committees by voting with their party majority to organize these bodies. The Democrats do not desire to control the committees as they have not even a paper majority in the Senate and whichever party commands the committees is likely to get the credit for whatever legislative record the Seventieth Congress writes at its opening session. After the House Is organized, only one of its two score and more standing committees will be elected, that on ways and means, which deals with revenue measures, The election of the others will go over until later in the week after the Republican committee on committees has completed its work of determining assignments. There will be a revival of the biennial move by the Democrats to liberate the House rule providing for the discharge of bills and resolutions from committee. At present such discharge requires a majority vote of the House and Democrats seek to attain this result merely upon the applicaiton of 150 members.

After the two houses are organized, a Joint committee will be appointed to notify President Coolidge that the Seventieth Congress is in session and ready to receive communication! from the executive. If this committee can be named tomorrow, Mr. Coolidge on Tuesday will transmit by messenger his annual message dealing with legislative affairs and on Wednesday will send to the Capitol his annual budget messages. With the receipt of these documents, the House will get down to business, probably taking up first the $236,000,000 tax reduction bill and following that with the deficiency appropriation bill which failed by reason of the Senate filibuster in the closing days of the last session. While waiting for the House to get these measures passed and its own committees to consider them, the Senate will devote itself largely to the fights over the seating of Vare and Smith with leaders hopeful, but not over optimistic that they can be concluded by the Christmas holidays.

(API-Trading In cotton the past week has lacked in a considerable measure the activity that has characterized most previous weeks this season due in large part to the natural slowing down in advance of the important government report that is due Thursday next. That report will not only include the total ginnings to December 1, but also the government's final estimate of the crop for the present season and the total then given will have to stand until the final count of ginnings is issued in March. The liquidation of the stale long Interest which, was the prominent feature of the preceding week culminated in the early days of the present week when January traded as low as 1807 on Monday or 59 points under the close of last Saturday and more than $25 a bale below the high points of the season reached in early September. After Monday the market gradually improved mainly on covering by shorts, helped by some trade buying and on Friday there was quite a spurt based on some lowering of crop views as a result of the recent private crop estimates some of which showed lower totals than the government estimates of November 8.

Friday's rally carried January up to 19.67 or 80 points above the low of Monday. The market merely filled and backed in Saturday's trading with practically no net change for the day indicating that both sides of the account have pretty well evened up In preparation for the government report. There is every reason to expect that the market will be Influenced during the first days of the next week by many private crop estimates that are due in advance of the bureau report. So far six or seven of these reports have been made public with the net result that traders show a tendency to reduce crop views. FINANCIAL Loans by federal reserve member banks in New York city to brokers and dealers, secured by stocks and RENTS BOARD which had the elfect of checking the recent march into the new high territory. Outside the call loan division there was little change in the money situation, time and commercial paper rates holding close to a horizontal line. Coincident with a rise in call loan rates, however, came a few predictions that stiffening money rates were to be expected soon after the first of the month. These predictions may have induced some of the selling of bonds, although it appeared that the more general opinion leaned to the view that easy credit rates would continue at least until the end of the year. Coupled with the ease in the money situation, the want of competition from new bonds during the week's offerings aggregated about $103,000,000 a sharp falling off from the previous week's total of approximately $190,000,000.

In the corresponding week of 1926, something like $248,000,000 appeared on the market. The outstanding new issue was one of $30,000,000 City of Vienna 6s, sold aiound 901-2. These securities, together with others marketed during the week, were reported promptly absorbed, indicating no fundamental change in the market for new bonds. In the course of negotiation are several sizeable public utility flotations which are expected to reach the offering stage before the end of the year. The most imminent of these is an issue of $40,000,000 Alabama Power company 41-2s, which are due for offering in the present week.

Discussions of impending foreign issues was less animated, but it was known that a few issues of formidable proportions would come into the market during the month. Offering was expected early this week on the first loan obtained in this market by the Irish Free state. American bankers will handle $15,000,000 of the Irish bonds, the beginning of a financing program of the Dublin government. The issue will bear a coupon rate of 5 per cent.
