Greenville News- -Friday, April 4, 1980 President can change plebe system CHARLESTON (UPI) The president of The Citadel has the authority to change the operation of the plebe system and does not need the official approval of the military college's Board of Visitors, a school official Thursday. The question arose after a set of 21 controversial recommendations to alter the fourth class system were made public this week after they were reviewed by the board Saturday. The panel cussed the changes, but the changes were never submitted to a vote. The changes include shortening the time freshmen undergo fourth class treatment by two months, ending close-shave haircuts and sitting at attention during meals, abolishing ranking for sophomores and eliminating the authority upperclassmen now have to punish first-year students for certain violations. Col.

Dennis D. Nicholson vice president for development, said Vice Adm. James B. Stockdale, president of The Citadel, has the authority to enforce the changes and intends to implement them this fall. "I assume that the president felt that he had done his duty of advising the board of the regulations and that was enough approval, if he required approval at all, which is doubtful," a source close to the situation said.

"This is a fairly low -level decision area, It's just an emotional issue. People fear the destruction of the mystique." The agency also is examining a four -county system based in Oklahoma City. Under consolidation, non-emergency convalescent transports would not be handled by the more sophisticated ambulances. The agency also has studied one of the potential members of the consolidated service, Saluda County. The volunteer EMS has operated on subscripitons, fees and county funds, according to the director of the Saluda Nursing Center, which runs the service. Families pay $12 a year for unlimited emergency medical and convalescent service, while individuals pay $10. The director, Bob Bowles, admits these rates are low. The rates would have to be higher, he said, if the service was staffed with full-time professionals.

Drummond forfeits bond WEST COLUMBIA (AP) State Sen. John Drummond, )-Greenwood, failed to appear 111 Recorder's Court Thursday on a traffic accident charge, and forfeited a bond of $23.25. Drummond was charged with hit property damage follow101 a minor accident March 14, shortly after concluding a 22-hour filibuster in the Senate. Drummond told the Senate Thursday the four -car accident happened at a stop light in West Columbia when a car behind him tapped his bumper, causing him to bump the car in front. which then bumped another automobile.

Drummond said he drove away because he did not realize his car had bumped the one ahead. John Law Born in Spartanburg County, he was a retired manager of a member and elder of the First Presbyterian Church, and a former treasurer of Spartanburg Development Association. Born in Pickens County, he was a retired rural mail carrier and an employee at the YMCA in Rock Hill, a World War II veteran, a member and past Exalted Ruler of the Elks Club, was a member of the Masonic Lodge No. 111, the Oaklawn Avenue Presbyterian Church, the VFW, and the American Legion.

James Wright James Toy Wright, 71, of 102 Ottaray husband of Blanche Fuller Wright, died Thursday. Born in Greenville County, he was a retired carpenter, a member of Agnew Road Baptist Church, and served in the U.S. Navy during World War II. Surviving also are a step daughter, Martha Davis of the home; step sons, Harold Davis of Greenville and Frank Davis of Dublin, sisters, Mabel Cisson of Travelers Rest, Elsie Granger and Carrie Smith of Greenvile and four grandchildren. Chalmers A. McMahan. 65, of 6356 Belair Drive, husband of Lynne H. McMahan, and widlower of Mabel Shockley McMahan, died Sunday, March 30th. He was a son of the late Mr.

and Mrs. A.A. McMahan of Seneca, S.C., a graduate of Clemson and Vanderbilt University, a Presbyterian, an Army veteran of World War II, a protessor emeritus of Biometry at the Medical School at Louisiana State University, New Orleans from 1957 to 1977. He was the author of several books including "The People of Atlanta" Surviving also are sons. Dr.
