Pleasantburg Drive. The Greenville News- Wednesday, April 16, 1980-7-B sewer committee approved SPARTANBURG Spartanburg Sanitary Sewer District commissioners Tuesday approved the formation of a committee to meet with city officials in a new effort to hammer out a joint sewer service policy both sides can live with. The move marked what may be a breakthrough 1 in a yearlong battle over which agency has the right to extend sewer service beyond the city limits. District Director John Andrea said he and commissioners Henry Dupre and Harry Watson were appointed to serve with two city councilmen and City Manager Bill Carstarphen to resolve the details of a joint service policy. Under the policy, each agency would serve the areas it can extend service to at the cheapest rates.

Joint policy proposals were exchanged in the past, but neither side could accept the other's proposal. The committee's policy will be brought back to the two elected bodies for approval. be looking at what already has been done, but the idea is to formulate a policy where both (sides) could give a little," Andrea said. don't want to pin this down to what has been done in the past." The crux of the battle between the two has been a city stipulation that anyone tapping onto a city sewer line must agree in writing to annex into the city when it becomes possible. District officials have insisted residents who want sewer service should not be denied it because they won't annex into the city.

However, city officials appear to have mellowed 'about their stand.
