U. N. Israeli Censure Looms UNITED NATIONS. N.Y. (AP) -Backers of a resolution denouncing Israel's midMarch attack on Syria expressed confidence Saturday it would be approved by the U.N.

Security Council. The 11-nation council votes on the resolution Monday. Supporters said that in addition to Britain and the United States, Nationalist China, Chile, Venezuela, Ireland and Ghana are almost certain to vote for the resolution. They said France, the United Arab Republic, the Soviet Union and Communist Romania might abstain. The Western resolution reaffirms the council's 1956 decision taliatory action against It condemning a 1955 Israeli, resays the March 16-17 Israeli attack was a flagrant violation of that decision and calls on Israel to refrain from such action in the future.

The Syrian complaint to the council contends the Israeli attack was unprovoked. Israel argues the attack was carried out to destroy a Syrian position that had fired on Israeli boats on the Sea of Galilee. Israel also has submitted a resolution expressing concern over Syrian attacks. But this was put in simply to counterbalance a Syrian resolution and is not expected to go to a vote. SAC Thunders For Goulart OMAHA, Neb.

With Gen. Thomas S. Power, SAC commander, President Goulart then boarded a helicopter and the Brazilian party was airlifted to Missouri Valley, Iowa, 35 miles to the north, to view one of SAC's intercontinental ballistic missile launching sites.
