The Greenville News Monday, October 19, 1981 Paper mill opponents get last chance to air views COLUMBIA (AP) Opponents of a proposed $600 million paper mill in lower Richland County praised by state officials but panned by environmentalists are expected to pack an armory Tuesday for the last public hearing on the plant. Between 700 and 1,000 people are expected to turn up at the Lower Richland Armory for the joint federal-state hearing on the proposed plant along the Wateree River, the last before officials make final decisions on whether an exhaustive environmental impact study of the Union Camp proposal should be done and whether air and water permits should be issued. State officials have given Union Camp a tentative go-ahead for the project, which the state Development Board calls the largest private investment in state history. mistic the state will deny or delay the permits. "I think that's already been determined," said David McCracken, president of the Sumter Fish and Game Association. "We're looking for the usual rubber stamp from the state." But that doesn't mean Union Camp's opponents are ready to give without a fight. Last week, the Committee to Preserve Santee Cooper hired a Beaufort law firm that is apparently preparing lawsuits to fight the permit process if an environmental impact study isn't done. "We are going to use every legal means at our disposal to bring about an environmental impact statement," McCracken said.

The firm of Dowling, Sanders, Duke, Novit and Svalina has fought environmental battles in the past. In 1970, it played a key role in stopping the establishment of a petrochemical plant near Beaufort by BASF, a West German company. That plant also had strong sup- upstate port from state officials, including Gov. Robert McNair, before environmentalists and Hilton Head landowners protested. Critics of the Union Camp proposal doubt the state Department of Health and Environmental Control's ability to monitor the plant and control its air and water dis- Citadel shooting "would have an adverse impact on college activities, academic routine and cadet time at a critical time during the school year." Now the film studio says it needs to use the campus for 18 days, not the six weeks previously planned.
