By Brad Cooper News staff writer Understanding the difficulties that small businesses face in obtaining health insurance for their employees will be the aim of a series of public hearings that will be held in the Upstate starting next week. A hearing for small businesses in Greenville, Spartanburg and Cherokee Counties, is scheduled for Nov. 4 at 10 a.m.

in the Greenville County Council chambers at Greenville County Square. The hearings, the first of which will be held in Anderson on Oct. 23, mark the the early stages of an effort to make health insurance more available to thousands of South Carolinians who work for small business that can't obtain health coverage for their employees, officials said. Officials hope that they will have legislation that might require small businesses to provide health coverages ready by the time the General Assembly convenes in 1993 Officials estimate there are about 440,000 South Carolinians who are without health insurance. About two-thirds of the uninsured work for small businesses that have trouble finding coverage for employees because of mounting costs or because they already employ workers with health ailments, said Susanne Murphy, deputy director of the state Department of Insurance.

Richmond City Council dodges plan to erect statues of black heroes with Confederate monuments RICHMOND, Va. (AP) The city council skirted a proposal to put statues of civil rights leaders alongside those of Confederate heroes on historic Monument Avenue, but said a commission would consider the issue further. A proposal by Councilman Henry W. Richardson wasn't discussed Tuesday. It was ignored in favor of an alternate proposal suggested by Mayor Walter Kenney to erect statues along any Richmond streets, not just Monument Avenue.

An angry Richardson said the council "trashed his proposal" by ignoring the intent of his suggestion. "It is undeniable and inescapable that the beautiful statues on Monument Avenue stand in substantial measure for a society which believed in subjugation of the black race," he said. The five black council members and four whites voted unanimously to appoint a Civil Rights Memorial Committee to recom mend black leaders to be honored and sites for the statues. Some feel Monument Avenue should reflect changes in Virginia's history. Others told the council they didn't want anyone but Confederates along the tree-lined street.

"The theme is Confederate history," said Patrick Mulligan, 33, a history buff. "The theme was created more than a 100 years ago." Five Confederate heroes stand along the street that has become a Virginia landman. mm,.
