Upstate Deaths FRIDAY, JANUARY 17, 2003 THE GREENVILLE NEWS Reba Joyce Bell, Greenville Reba Joyce Bell, 66, of 31 RainRoad, ad, died Wednesday, Jan. 15, 2003. Born in Louisiana, she was the daughter of the late Jack and Myrtle Tyler Raines. She worked for Monsanto in Data Entry and was a member of Clearview Baptist Church. Mrs.

Bell is survived by a daughter and son-in-law, Haley and Jerry Mullinax, of Travelers Rest; three sons, Mark Douglas Bell of Greenville, Scott Gary Bell of Spartanburg, and Steven W. Bell, and wife, Raynelle, of Statesville, N.C.; a sister, Edith Bohewright; two brothers, Truman Raines and Charles Raines, both of Greenville; and three grandchildren, Jennifer Robin Bell, Kristal Marie Mullinax and Summer Gayle Mullinax. She was predeceased by her husband, Warren T. Bell; and two sisters. Services will be held Saturday, at 10:30 a.m., in the of Woodlawn Funeral Home, with burial to follow at Woodlawn Memorial Park.

15, 2003, at Hillcrest Hospital. He was born in Greenville County, a son of the late William C. and Zonnie Bell Motes Cross. A U.S. Army veteran, he worked for the City of Simpsonville and was a member Church of God.

Surviving are brothers, William Cross Jr. and James "Bunt" Cross, both Charisse Greenville; a and brother law, Jordan; nephew, Ronnie Redding, both of the home; caregiver, Nancy Penningston; three children; and nine nieces. Born in Richland County, she was a daughter of Margaret Wright Williams of Honea Path and the late Byron "Bob" Williams Sr. She was the owner of Longs Flower Shop and was a member of Trinity United Methodist Church. She was coordinator of the Meals on Wheels program in Honea Path for over 18 years. Surviving her husband, of the home; her mother, of Honea Path; three sons, Eddie Donnald of Columbia, Jason Donnald the and Jonathan Donnald of Columbia; two brothers, Lawton Williams of Honea Path and Dr. Byron Williams Jr.

Jacqueline Moore, Woodruff 1947 with a BS in Civil Engineering. Jim Waddell was that rare kind of broad, visionary legislator who could see the present possibilities, as well as the future impact of exploiting an idea, and so, incorporated the necessary restraint and controls to assure a healthy impact. His vision brought economic development, tax restructuring, coastal and wildlife protection, and many personal freedoms to South Carolinians. His charm, tenacity, loyalty, leadership, consensus building skills, and political acumen enabled him to affect great change across party lines, and pass bills, even when others couldn't. He never sought public recognition for the things he did he just worked quietly and diligently to get the done.

In a 1980 interview, reflecting on his career, he said, "What I have tried to do throughout my life is remember two things: The only permanent thing you work with is change, and the only way you accomplish anything is through hard friends Thursday. Houston was preceded in death by her husband, Harvey G. Houston; parents, William Calhoun Mae Bryant Orr; sonin-laws, William Hugh McCormack, Ronald Bolt, Melvin Conner and Jerry Honea; grandsons, Hugh and Ronnie Bolt; and several loving brothers and sisters. Jim Waddell was elected to the South Carolina House from Beaufort in 1954-58, and then to the Senate from 1960-92. During his tenure, in addition a multitude of duties, he was particularly proud of being founder and Chairman of the South Carolina Coastal Council (OCRM), Chairman of the then Finance Committee, Chairman of Fish, Game and Forestry Committee, Chairman of the Joint Committee on Water Resources, Chairman of the Joint Legislative Tax Commission, Chairman of the Governor's Joint Committee on Mental Health and Mental Retardation and the National Task force for the Education of the Handicapped, and Chairman of the Joint Legislative Committee Financing and Budgeting. He was appointed Tax Commissioner by Governor Carroll Campbell and was awarded the Order of Palmetto by Governor David Beasley.

Jim Waddell also established the Waddell Mariculture Center on the Colleton River near Bluffton. There is no one who engendered The family extends special thanks for the support and love of the Rev. Julie Clark Jackson, 38, wife of David W. Jackson, of 51 Holly Hill Drive, Columbus, N.C., died Wednesday, Jan. 15, 2003, as a rean automobile accident. "Born in Simpsonville, she was the daughter Bruce and Glorian Stokes Clark, of Simpsonville. She was a graduate of Hillcrest High School Class of 1983 and Greenville Technical College.

She was employed with FedEx in the Spartanburg office for the past 15 years. Julie was a member of Standing Springs Baptist Church in Simpsonville. Surviving, in addition to her husband and parents, are one sister, Karen Rebecca C. Motte, of Simpsonville; and her maternal grandmother, Lena G. Stokes, of Simpsonville.

Funeral services will be held at 3 p.m. Sunday, Jan. 19, 2003, at the McFarland Funeral Chapel in Tryon, N.C., with Dr. Chris Osborn officiating. Burial will be at Polk Memorial Gardens in Columbus, N.C.

Kestner, 85, of 207 Viewmont Drive, died Jan. 16, 2003, at Greenville Memorial Medical Center. loyalty and support from all who knew him, even those who disagreed with him, liked Jim Waddell. He was a World War II veteran, who received numerous decorations including the Purple Heart, the Bronze Star, the EAME ribbon and two battle stars. His Presbyterian faith, the Disabled American Veterans, the environment, tion and people were his passion.

Jim was Chairman of the Board of Trustees and was a Life Member and Trustee Emeritus of Clemson University. He was awarded doctorate degrees from Clemson, MUSC, the Citadel and the University of South Carolina. Sen. Waddell is survived by wife, Gail Roberts Waddell; his sons, James M. of Mount Pleasant, Michael G.

of Columbia, and John S. of Walterboro; three daughtersa grandson, James Waddell; stepdaughters, Miranda Dixon and Temple DaSilva; two stepsonsin-law; grandchildren, Riley and Amelia Dixon; and his loyal Boykin, Blossom. Born in Washington County, he was a son of the late Thomas and Lillie Mae Davenport Kestner. He served U.S. Army, World War II, was retired from Woodside Mills.

Mr. Kestner was a member of Reedy River Baptist Church. He was predeceased by his first wife, Annie Ward Kestner. Surviving are his wife, Grace Hester Kestner, of the home; a daughter and son-in-law, Letha K. and Jerry Smith, of Taylors; a stepson, Daniel Hester, and his wife, Nancy, of Greenville; two sisters, Effie Brown of Mauldin and Marjorie Cooper of Greenville; a brother, the Rev.

Smith Kestner, of Kingsport, and four grandchildren. He was predeceased by two sisters; and seven brothers. McKamey was a member of Camp Creek Baptist Church in Six Mile, was known around the area flea markets as Brother P.R., and handed out gospel tracts from his scooter. He is survived by four children and their spouses, a daughter, Wanda Larry Ketchie; a son, Bobby and Penny McKamey; a daughter, Vickie and Bill Richburg; a son, Jeffrey and Terri McKamey; and three sisters, Betty, Martha and Virginia. Paris also leaves seven grandchildren; and four great-grandchildren. Funeral services will be held at noon Saturday, Jan. 18, 2003, at Pensacola Memorial Gardens Funeral Home, with Brother Bo Mackey officiating.

He was predeceased by brothers, Carlton (Red) Neely, Lamar Neely and Funeral Harlan services Neely. will be a at 2 p.m. Saturday, at Gray Mortuary Chapel in Pelzer, conducted by the Rev. Billy Slatten the Rev.

The family is at the home of Linda Lollis: 4 Dianne Williamston; and, will receive friends from 7 to 8:30 tonight, at the funeral James Leon Neely, 73, of 7 Parker husband of Clara Betty Jean Robertson Neely, went to be with the Lord Wednesday, Jan. 15, 2003, after a year of declining health.

Born in Thomaston, he was a son of the late Burton S. and Frances Ruth Page Neely. He retired from the South Carolina National Guard after 20 years, retired from the Kendall Upper Plant, years, and attend- Neely Mary Sue Price, Laurens Mary Sue Price, 82, widow of John L. Price of 457 Bethel Church Road, died Jan. 16, 2003.

Survivors: A son, the Rev. Johnny L. Price daughters, Carol J. Townsend and Linda J. Powell; brothers, Joe, Larry and B.F.

Burns; a sister, Mable Wilbanks; grandchildren; seven greatgrandchildren; and a great-greatgrandchild. Visitation: 7 to 9 tonight, at Kennedy Mortuary. Service: 2 p.m. Saturday, at the funeral chapel. Family: 549 Bethel Church Road.
