Born in Greenville, S.C., she was the daughter of the late Dr. Charles H. and Annie Akers Fair, and the widow of Jack Knox Wherwas a graduate of Hollins College in Roanoke, and a member of Fourth Presbyterian Church, the Assembly, the Junior League, Faith Memorial Chapel in Mountain, N.C., and Royal Poinciana Chapel in Palm Beach, Fla. Surviving are her daughter, Suzanne Akers Wherry' Hanes of Winston-Salem, N.C.; three sons, Charles Hardy Fair Wherry of Kingwood, Texas, and John Knox Wherry Jr.

and Daniel Smith Wherry, both of Greenville; a sister, Lucy Fair Hagan of Atlanta, and 10 grandchildren. Visitation will be today from 6 to 8 p.m. at the residence. The service, conducted by Dr. Allen C.

McSwain, will be held Monday at 3 p.m. Church, at Fourth Presbyterian with interment lawn Memorial Park, Section U. It will include a map of potential locations for the trails and information on how system could be managed, operated and funded. But it won't have a price tag attached, and the group won't be advocating one type of trails system over another, Meeks said. County Councilwoman Phyllis Henderson, who chairs the council's parks and recreation committee, said a greenways system would be built as money is available, adding that some federal grants could be available.

"Obviously the first place we're going to start is with connections that are public property or easily done," Henderson said. Ultimately, determining a price tag for a greenways system will depend on the type of trail surface being used and on how many property owners are willing to donate land. One mile of wilderness dirt trail can cost anywhere from $6,000 to $8,000, while urban trails built with concrete can run from $35 to $40 per foot, said Yon Lambert, assistant director of the Palmetto Conservation Foundation. The group is overseeing the development of the Palmetto Trail, which, when completed, will stretch from Oconee State Park to a point north of Charleston. The 425-mile trail is more than halfway complete, Lambert said.

Joe Ryan, a county planner, said one of the biggest issues with developing greenways is dealing with property owners and obtaining easements. "You can't just sit and say 'OK, we're going to run the trail We're going to run it within this area depending on what kind of cooperation we can get from property owners," he said. Lambert said the Palmetto Conservation Foundation does not buy land for the Palmetto Trail. "We try to take the trail to places where people want it," he said, adding that the group i is finding that more landowners "are becoming more open to trails and greenways." Sarah G.
